Two safeguards combine on every screen: the plan must cover the domain, and the role must grant the action.

Free opens the SMPP domain; Pro adds the Campaigns domain. That is the accessible functional scope.
The permission (action)
Within an open domain, each role carries interface × action permissions — view, create, edit — revocable at any time.
